The term "flag state" refers to the country under whose flag a ship is registered or licensed. This country is responsible for regulating and overseeing the vessel according to its laws, ensuring compliance with international regulations, safety standards, and environmental protocols. The flag state holds authority over the ship's operations, crewing, safety measures, and other aspects related to maritime activities while the vessel operates under its flag. A warship of any other state wanting to board a merchant vessel in peace time, for any reason, will need the consent of the flag state or the ship’s master.
