It is with this book that China identifies America as its sole predominate enemy. The United States is indeed a major Focus of the book simply because it is militarily the most powerful and advanced nation in the world, and it is the only nation that has fought in several major wars, particularly the Gulf War, with significant innovations in weaponry, military strategies and tactics. Yet, the authors feel that superior weaponry need not come from technology. They state that in unconventional warfare, Technology does not always benefit and can become a liability. Taking that as an example, the authors discuss the new principles of War : Omnidirectionality, Synchrony, Limited Objectives, Unlimited Measures, Asymmetry, Minimal Consumption, Multi-dimension Coordination and Adjustment and Control of the entire process.
